About this tool
Converting images to PDF is the fastest way to produce a document from a folder of photos or scans. The page-size options matter: "fit to image" preserves every pixel at native resolution, which is the right choice for archiving scans. A4 or Letter is the right choice when the PDF will be printed on standard paper.
Multiple images land in the same PDF in the order you arrange them. Drag the thumbnails before converting to get the sequence right. The output file has each image as an embedded object, not rendered text, so it will not be searchable — run OCR afterwards if you need search.

Can I add multiple images and get one PDF?
Yes. Add as many images as you like and drag to set the order. By default each image goes on its own page; the grid mode fits multiple images per page at the expense of size.
What is the difference between "fit to image" and the other page sizes?
Fit to image makes each PDF page exactly the same dimensions as the corresponding image, so there are no borders or margins and no scaling. It preserves pixel-for-pixel quality. The named page sizes (A4, Letter) put each image on a standard-sized page, which is useful when the PDF will be printed on standard paper.
Does converting images to PDF reduce quality?
Not if you choose "fit to image" with no margins. On a fixed page size the image is scaled to fit, which may involve resampling. The images are stored as embedded objects in the PDF, not re-encoded as JPEG unless you specifically choose it.
